Council Meeting Summary: November 13, 2019

Regular Meeting November 13, 2019

The regular meeting of Magnolia Village Council was called to order November 13, at 7:00 PM at the Magnolia Village Hall by Mayor Leach. All council members were present. In attendance also were Fiscal Officer Joe Marcoaldi Police Sergeant Six, Fire Chief Donnie Nicholson and village worker Mat Hawk.

Residents in attendance Mike Lancaster expressed concern with the condition of rental properties in the village. JoLane Elson had echoed those concerns and urged council to ensure that all residents had a trash pickup service. She also said that council should make sure all properties have their house number displayed. Delivery people sometimes have a difficult time getting packages to the correct address.

Bonnie Welker noted that Canal Days will be the third weekend of August and may possibly run August 14th and 15th only.

The Fiscal Officer’s Report showed a balance of $409,954.99 in all funds. Council approved payment of bills totaling $9,298.56.

Village worker Mat Hawk reported that he has finished rebuilding two catch basins on North Main. Leaf pickup will continue throughout November on Mondays and Thursdays. He has picked up 15 truckloads so far this fall. He also reported that the new tires have been installed on the mower.

Old business
 There was no old business to discuss.

New business
 Council passed a resolution to remain with Aultcare through the Sessor Agency for health insurance for Village employees. There will be a 9.12% increase for the coming year an increase of $42.10 increase for each employee.
 Council renewed its fire protection contract with The Firemen of Magnolia, Inc. at $28,000 for 2020.
 Fiscal officer Joe Marcoaldi will attend a training event for UAN on December 20th and 21st in Columbus. Council will pay for lodging, meals and mileage.
 Council was reminded that two members of the Board of Public Affairs should be appointed before January also there is also a vacancy of one council seat.
 John Spencer is working on getting the new snowflake decorations installed. New wire will be strung and the brackets will be installed on electric poles.

Committee reports
 Utilities Chairperson Jessica Miller has nothing new to report.
 Finance Chairman Jim Miller that the books for March through May are reconciled. Lorrie Clevenger continues helping Fiscal Officer Marcoaldi.
 Streets and Alleys Chairman, Grant Downes noted that we should know if the grant to resurface Carrollton Street by mid-December. Low hanging branches were trimmed in one alley.  Parks and Public buildings chairman, Eric White reported that the Village cleanup day was a success. Three roll offs were filled. He thanked Sandy Valley Sanitation for their roll off service.
 Safety Committee chairman Jim Hunter reported on police activity in October. A total of 436 hours was recorded in Magnolia and East Sparta. There were 38 traffic stops, one traffic arrest one crash report and 36 calls for service in both villages. One misdemeanor and one felony arrest were also reported. Hunter also recommended that Patrolman Zack Troy be promoted from auxiliary to paid position.
 Cemetery Committee chair, Claudia Rogers, said that $1,000 was collected for the cemetery. Summer decorations are being removed. Council passed an ordinance to transfer funds within the General Fund and an ordinance to contract with the Canton Law department for Public Defender services at $200 per case.

Mayor Leach reported that Santa will visit the Magnolia Fire House on Harrison Street on December 2nd at 7:00 p.m. All children in the Village are invited to stop in and see him. The Sandy Valley Christmas Parade will take place on December 23 at 6:00 p.m. in East Sparta.

Regular Meeting October 9, 2019

The regular meeting of Magnolia Village Council was called to order September 11, at 7:00 PM at the Magnolia Village Hall by Mayor Leach. All council members were present. In attendance also were Fiscal Officer Joe Marcoaldi Police Chief Jeff Hager, Fire Chief Donnie Nicholson and village worker Mat Hawk.

Joel Bender of Whitacre-Myers Group presented a proposal for property, equipment, vehicle, and liability insurance. He noted coverage for 2020 will be $11,716 which is $358 less than 2019.

Dina Picciano requested to inform the County Auditor that the classification of her property on Minerva Road be changed from commercial to single family residential.

The Fiscal Officer’s Report showed a balance of $413,157.95 in all funds. Council approved payment of bills totaling $11,340.64.

Village worker Mat Hawk reported that ballast in the rear tires will add 350 pounds to the Kubota tractor which will aid in using the front-end loader. The tires for zero-turn mower have been ordered. He also reported that repairing and repairing the catch basin at Main and Plum is progressing. In preparing for the winter he has repaired and installed new parts on the salt spreader. New lights for the snowplow are needed. The wheelbarrow has a broken handle. Council authorized the purchase of the ballast, lights and a new wheelbarrow. Hawk also noted that trees at Plum and High and Peach court need to be trimmed so that they do not hit the top of the truck.

Old business
 Mayor Leach met with a representative of W.E. Quicksall and Associates concerning the grant application for the resurfacing of Carrollton Street. The application is on file with ODOT.

New business
 Council set Wednesday October 30 for trick or treat night. Trick or treat will be from 6:00 p.m. to 7:00 p.m. followed by the Lion’s Club Costume judging and refreshments at the Village Park at 7:15 pm. Trick or treaters should go only to houses with porch lights lighted.
 Leaf pickup will occur on Monday and Thursday during the fall season. Leaves should be bagged and put by the curb. Bags should not be so heavy that they cannot be lifted into the truck with ease.
 Council passed a resolution accepting the amounts and rates certified by the County Auditor.
 Council contracted with Charles F. Harris and Associates for the Auditor’s Report. This includes financial statements and footnotes for submission to the Hinkle System.
 Council authorized Fiscal officer Joseph Marcoaldi to take steps to convert to the
Universal Accounting Network as of January 2020.  Fall cleanup day was set for Saturday, October 26th from 8:00 until noon. Trash,
garbage, tires, paint, televisions, and electronics will not be accepted.

Committee reports
 Cemetery Committee chair, Claudia Rogers, contacted a surveyor for work in the cemetery.
 Utilities Chairperson Jessica Miller has nothing new to report.
 Finance Chairman Jim Miller reported that reconciliation is progressing.
 Streets and Alleys Chairman, Grant Downes noted there has been a concern about parking on Main Street in front of a business.
 Parks and Public buildings chairman, Eric White had no report.
 Safety Committee chairman Jim Hunter reported on police activity in September. A total of 459.5 hours was recorded in Magnolia and East Sparta. There were 22 traffic stops, two traffic arrests one crash report and 24 calls for service in both villages. Council promoted Sergeant Six to Lieutenant commencing the first pay period in December. Fire chief Donnie Nicholson noted that the department had received grants of $70,000 for turnout gear and $92,000 for new air packs. Council passed one ordinance to transfer funds within the General Fund.

The regular meeting of Magnolia Village Council was called to order September 11, at 7:00 PM at the Magnolia Village Hall by Mayor Leach. All council members except for Jim Miller were present. In attendance also were Fiscal Officer Joe Marcoaldi, Police Chief Jeff Hager, and village worker Mat Hawk.

50th District State Representative Reggie Stoltzfus visited the meeting. He informed council that Magnolia will realize over $22,000 increase in funding for streets and alleys in 2020 and 2021 due to the increase in the gasoline tax. He also said to expect a small increase in the Local Government Share in the next biennium.

The Fiscal Officer’s Report showed a balance of $402,955.76 in all funds. Council approved payment of bills totaling $10,086.13. Village worker Mat Hawk reported on equipment needs. The Kubota tractor will need ballast in the rear tires or wheel weights and the zero-turn mower will need new tires before next spring. He also reported that repairing and replacing lighting and wiring at the utility building on Brady Street is progressing. In preparing for the winter he has ordered parts for the salt spreader. The repair of the catch basin at Chaddock and Brady is nearly complete.

Old business
 Mayor Leach presented the Aggregation Contract for electric service from Trebel, Inc.
 The mayor and council members Downes, and Hunter met with a representative from Quicksall and Associates in preparation for applying for a grant from ODOT for the Local Roads Oil and Shale Program. It is the intention to pave Carrollton Street from the eastern village limit to Main Street if the request is successful.
 Council members Downes, Miller and Rogers met with a representative of Stark Parks to discuss the condition of the mill pond and the canal.

New business
 Council accepted a contract with the Canton Law Department for legal services for 2020 and 2021 for $5000 payable in eight equal installments.
 The snowflakes used for winter decorations will be installed soon. The poles have been marked. John Spencer will do the wiring.

Committee reports
 Police Chief Hagar recommended the hiring of Zachary Troy as an auxiliary patrolman. He satisfactorily completed interviews and passed a background check. Chief Hager also thanked Councilman Miller for his work on the lighting in the Police Department and for the tool kit for the department. Safety Committee chairman Jim Hunter reported that the police department worked 300.5 hours in Magnolia and 241 hours in East Sparta during the month of August. There was a total of 14 traffic stops,1 traffic arrest, no juvenile traffic cases, one misdemeanor arrests no felony arrest and 21 calls for service in the two villages.
 Cemetery Committee chair, Claudia Rogers, noted that no money was collected in August. The committee received a check from the Robert and Mildred Beck Charitable Trust for maintenance and upkeep of the cemetery.
 Finance Chairman Jim Miller was on vacation and not in attendance. Fiscal Officer Joseph Marcoaldi reported that the tax settlement from Stark County of $84,000 had been received. We are expecting Carroll County’ settlement shortly.
 Streets and Alleys Chairman, Grant Downes noted that work is continuing in repairing catch basins.
 Utilities Chairperson Jessica Miller has nothing new to report.
 Parks and Public buildings chairman, Eric White had no report yet on prices for replacing roofs on the Firemen’s eat stand and the newer shelter at the village park.

The regular meeting of Magnolia Village Council was called to order August 14 at 7:00 PM at the Magnolia Village Hall by Mayor Leach. All council members were present. In attendance also were Fiscal Officer Joe Marcoaldi and Lorrie Clevenger.

The Fiscal Officer’s Report showed a balance of $344,209.36 in all funds. Council authorized bills totaling $23,005.12 to be paid.

New business
 Passed an ordinance approving and adopting the extension of an Alternative
Method for Apportioning the Stark County Local Government Fund for 2020
through 2022.
 Will get more information on the Local Roads Oil and Shale Program from Carroll
County.
 Signed a Contract to provide police protection for the Village of East Sparta for
the year 2020 at $25 per hour for at least 1800 hours.
 Passed the Budget for 2020 totaling $1,139,738.63 for all funds.

Committee reports
 Parks and Public buildings chairman, Eric White will seek prices for replacing
roofs on the Firemen’s eat stand and the newer shelter at the village park.
Fluorescent bulbs for the utility building on Brady Street will be replaced with LED
bulbs. The floor on the bandstand will need refinished soon.
 Safety Committee chairman Jim Hunter reported that the police department
worked 243 hours in Magnolia and 267 hours in East Sparta during the month of
July. There was a total of 22 traffic stops, 2 traffic arrests, no juvenile traffic
cases, one misdemeanor arrests no felony arrest and 31 calls for service in the
two villages.
 Cemetery Committee chair, Claudia Rogers, noted that $920 was collected in
July.
 Finance Chairman Jim Miller presented the budget for 2020. He noted that tax
collections from the Fire Department building fund had fallen below estimates.
 Streets and Alleys Chairman, Grant Downes said that a catch basin and storm
sewer line on High Street was plugged.
 Utilities Chairperson Jessica Miller has nothing new to report.

Mayor Leach reported that the contracts for Gas and Electric Aggregation have been
signed. The Village has contracted through Trebel Inc. with Volunteer Energy Services
from November 2019-through October 2021 at $0.389 per cubic foot. The contract for
Electricity is with First Energy solutions from May 2020 to May 2023 at $0.0439 per
kilowatt hour.

Special Meeting July 22, 2019

A Special Meeting of Magnolia Village Council was called to order on July 22 nd , 2019 at 7:00 P.M. at Magnolia Village Hall by Mayor Robert Leach. Members present were Jim Hunter, Jim Miller, Grant Downes, Claudia Rogers, Jessica Miller and Eric White. Fiscal Officer Joe Marcoaldi was on vacation.

The purpose of this meeting we received the Certificate of Estimated Property Tax Revenue from the Stark County Auditor’s Office for the renewal of the 2.5 mill Fire Levy. The valuation has been calculated at $29,971.00. The filing date for the levy is August 7th , 2019. Rogers moved and Miller seconded to approve Resolution #7-019-3 Resolution On Submission Of A Question Of A Renewal Of A 2.5 Mill Tax Levy for 5 years, commencing 2020. All ayes.

Discussed the Fire Department Building Fund Loan. Clevenger discovered that payments have not been made to the Bank of Magnolia since October 30th , 2018. Council agreed to pay $30,000.00 plus interest on this loan 7/30/2019. Clevenger also has been sent reports from Stark and Carroll County Auditor’s for funds the Village has received in the year 2019 trying to make sure they have been receipted into the correct funds. So far, many corrections have been made for the months of April-June.

Council Discussed the possibility of putting a levy on for the street repairs when the levy for the New Fire Department is completed. Will discuss further on a later date.
