Magnolia Village Council
Regular Meeting August 14, 2019
The regular meeting of Magnolia Village Council was called to order August 14 at 7:00 PM at the Magnolia Village Hall by Mayor Leach. All council members were present. In attendance also were Fiscal Officer Joe Marcoaldi and Lorrie Clevenger.
The Fiscal Officer’s Report showed a balance of $344,209.36 in all funds. Council authorized bills totaling $23,005.12 to be paid.
New business
Passed an ordinance approving and adopting the extension of an Alternative
Method for Apportioning the Stark County Local Government Fund for 2020
through 2022.
Will get more information on the Local Roads Oil and Shale Program from Carroll
County.
Signed a Contract to provide police protection for the Village of East Sparta for
the year 2020 at $25 per hour for at least 1800 hours.
Passed the Budget for 2020 totaling $1,139,738.63 for all funds.
Committee reports
Parks and Public buildings chairman, Eric White will seek prices for replacing
roofs on the Firemen’s eat stand and the newer shelter at the village park.
Fluorescent bulbs for the utility building on Brady Street will be replaced with LED
bulbs. The floor on the bandstand will need refinished soon.
Safety Committee chairman Jim Hunter reported that the police department
worked 243 hours in Magnolia and 267 hours in East Sparta during the month of
July. There was a total of 22 traffic stops, 2 traffic arrests, no juvenile traffic
cases, one misdemeanor arrests no felony arrest and 31 calls for service in the
two villages.
Cemetery Committee chair, Claudia Rogers, noted that $920 was collected in
July.
Finance Chairman Jim Miller presented the budget for 2020. He noted that tax
collections from the Fire Department building fund had fallen below estimates.
Streets and Alleys Chairman, Grant Downes said that a catch basin and storm
sewer line on High Street was plugged.
Utilities Chairperson Jessica Miller has nothing new to report.
Mayor Leach reported that the contracts for Gas and Electric Aggregation have been
signed. The Village has contracted through Trebel Inc. with Volunteer Energy Services
from November 2019-through October 2021 at $0.389 per cubic foot. The contract for
Electricity is with First Energy solutions from May 2020 to May 2023 at $0.0439 per
kilowatt hour.
