Magnolia Village Council
Regular Meeting December 12, 2018
The regular meeting of Magnolia Village Council was called to order December
12, at 7:00 PM at the Magnolia Village Hall by Mayor Leach. All council members were present.
Visitor: LeAnn Vucovich of the Sandy Valley Drug Awareness Initiative informed Council of their program. She showed posters that were on display at the recent Boo at the School. Over 75 youngsters signed the pledge cards to be drug free. She noted that the organization meets the third Tuesday of the month at the Magnolia Police Department. Anyone interested is invited to attend.
Council was visited by Christmas Carolers from the Magnolia United Methodist
JUMP program. Their visit was very well received by Council.
Minutes: The minutes of the regular meeting of November 14th were approved.
Fiscal Officer’s Report
Mayor Leach read the report showing cash balance of $ 402,236.07 in all funds. Bills totaling $14,759.74 were approved to be paid.
Village Worker Report:
Matt Hawk reported that the banners had been changed and the Winter decorations have been installed on the light poles. The leaf pick-up has been completed. Limestone has been spread around the recycling bins and the paper bin at the Village Park. He noted that there are some potholes that need attention. Councilman Downes will provide a list for him. The heater at the Village Garage is still not working properly.
Old Business:
The loan for the paving project, police radio system has been secured.
New Business:
Passed an ordinance approving the police contract with the Village of East Sparta.
Councilman Downes informed council of our presence on social media. Our Facebook account has been visited nearly 7,000 times by over 2,800 visitors. Our website has been viewed over 2,300 times during 2018.
Committee Reports
Finance: The budget certificate from the Stark County Budget Commission was received showing a total of $1,133,604.13 budgeted in all funds for 2019.
Streets and Alleys: Councilman Downes reported that holiday decorations will be put up the first week of December.
Parks and Public Buildings: Nothing new to report.
Safety: Councilman Hunter gave the report noting that 147.5 hours were spent in East Sparta and 266.5 hours in Magnolia. There were 39 traffic stops, five traffic arrests no OVI arrests and three misdemeanor arrests in both East Sparta. There were a total 19 calls for service in both villages. Hunter announced that the police station in the old fire station is nearing completion. The new radio system should be operational by January 1.
Cemetery: Councilperson Rogers stated the cemetery received $1000 for the month of November.
Utilities: Councilperson Jessica Miller reported that three non-working street lights have been reported to First Energy.
Resolutions and Ordinances
Several year end resolutions and ordinances were passed including:
a) Resolution to amend the appropriations ordinance
b) Ordinance to transfer funds among several accounts
c) Ordinance to set Temporary Appropriations for 2019
d) Ordinance for a supplemental contract with the Volunteer Fire
Department
e) Ordinance to contract with the Stark County Public Defender
Mayor’s Report
Mayor Leach thanked council for its cooperation during the past year and set the reorganizational meeting for January 9, 2019 preceding its regular meeting.
